Andreas Schleicher compares the PISA surveys to reveal a number of facts that could be used as a basis for education policy to change its previous decisions in order to achieve better results.

There are many good examples from Korea to Poland and Germany, but we have to find our own way.

We need to take a non-political approach to the causes of the decline in PISA results, the poorer maths and reading comprehension results of our pupils.

"High-performing systems are very careful in how they recruit and select their teachers and how they train them. They watch how they improve the performance of teachers in difficulties who are struggling, and how they structure teacher pay. They provide an environment also in which teachers work together to frame good practice," 

says Schleicher.
